High raw-material inventories are weighing on the market; in June, upstream PVC‑film feedstock prices fluctuated and weakened, while industry operating rates remained below 66%.

On June 12, 2026, the benchmark PVC futures contract surged higher before retreating, closing up 0.94 at 4,741 yuan/ton. Meanwhile, spot prices for East China calcium‑carbide‑based PVC have fallen for four consecutive weeks, trading at 4,520–4,650 yuan/ton, while overall industry inventories remain elevated at 1.27 million tons. Weighed down by rising costs, domestic producers of PVC packaging and agricultural films have proactively cut output, driving the national composite film utilization rate down to just 65.83%. Smaller and medium‑sized processing plants are increasingly adopting a just‑in‑time procurement model, further squeezing short‑term profit margins for PVC film.

With the Ecological and Environmental Code coming into effect in August, biodegradable modified PVC films are poised to benefit from favorable policy developments.

The newly promulgated Environmental Protection Code of the People’s Republic of China, scheduled to take effect on August 15, 2026, explicitly encourages the use of recyclable and biodegradable plastic film products. Luoyang Lvzhihuì has launched PVC3000, a bio‑degradable masterbatch that enables PVC films to degrade under controlled conditions in landfill and marine environments, making them suitable for applications such as food packaging and shopping bags. Certified by multiple international environmental standards, the company has already established large‑scale technical collaborations with more than ten PVC film manufacturers, supporting the industry’s green transformation.

This product is used for infusion bags and pharmaceutical blister packaging.
