High raw-material inventories are weighing on the market; in June, upstream PVC‑film feedstock prices fluctuated and weakened, while industry operating rates remained below 66%.

On June 12, 2026, the benchmark PVC futures contract surged higher before retreating, closing up 0.94 at 4,741 yuan/ton. Meanwhile, spot prices for calcium‑carbide‑based PVC in East China have fallen for four consecutive weeks, trading at 4,520–4,650 yuan/ton, while overall industry inventories remain elevated at 1.27 million tons. Weighed down by rising costs, domestic manufacturers of PVC packaging and agricultural films have proactively cut production, driving the national composite film operating rate down to just 65.83%. Smaller and midsize processing plants are increasingly adopting a just‑in‑time procurement model, further squeezing short-term profit margins for PVC film.
