Europe is expanding its closed-loop PVC film recycling capacity, and by 2026, the global PVC film recycling rate is expected to exceed 28%.

The EU’s VinylPlus recycling initiative continues to gain traction, with Germany, France, and Italy adding seven dedicated recycling lines for waste PVC film, capable of processing 120,000 tonnes of used film annually. Data indicate that between 2025 and 2026, Europe’s recycling rate for PVC packaging and decorative films will rise from 14.7% to 28.3%, while the cost of recycled PVC pellets is more than RMB 1,500 per tonne lower than that of virgin material, prompting numerous domestic PVC film manufacturers to invest in recycled‑modified production lines.
